I would caution against paint particularly if children will use the home. There are key questions that should be addressed if you will reside in the home and choose an encapsulate as opposed to removal.
1.) Will the home be used as main residence or rental?
2.) Do you have budget for an asbestos inspector?
3.) Will this project be completed as a do it yourself?
4.) What type of encapsulate is best for your budget?
5.) What encapsulate requires only an annual inspection and has relative low risk for occupants?

I would personally recommend removal or encapsulation with subflooring (plywood or decking), moulding, and sealants (caulk). Keep in mind that rental or sale units may require inspection and disclosure....
